É NECESSÁRIO TRAVAR A DESREGULAMENTAÇÃO RADICAL DAS PLANTAÇÕES INTENSIVAS NA FLORESTA!

As organizações signatárias desta carta lançam um apelo público a todos os deputados da Assembleia da República para que exijam uma Apreciação Parlamentar do Decreto-Lei 96/2013, publicado na passada 6ª feira, dia 19 de Julho, relativo às acções de arborização e rearborização.

Perante este diploma, que aprova alterações inaceitáveis para o ambiente, paisagem e floresta no país, reforçando o desordenamento territorial e agroflorestal através da desregulamentação da plantação de espécies exóticas, apelamos a que pelo menos 10 deputados solicitem a Apreciação Parlamentar de um diploma potencialmente desastroso para o nosso país.

Perante o quadro já existente, em que as espécies exóticas predominam avassaladoramente a paisagem florestal no país, com o eucalipto à cabeça, a decisão do Governo de aprovar em Conselho de Ministros um diploma desta importância é inaceitável. A tutela escolheu não acolher os contributos das organizações e associações feitos há um ano, quando o diploma foi apresentado na sua versão original. Perante esta decisão estão colocados em causa vários planos estratégicos de importância decisiva para o futuro do país, nomeadamente a Programa de Acção Nacional de Combate à Desertificação, a Estratégia Nacional de Adaptação às Alterações Climáticas, a Estratégia Nacional de Conservação da Natureza e da Biodiversidade, a Estratégia Europeia da Protecção dos Solos ou a Estratégia Nacional para a Gestão Integrada da Água. Por outro lado, o novo diploma retira competências aos Municípios, ao nível do ordenamento do seu território florestal, o que é incompatível com as obrigações dos mesmos no que diz respeito à Defesa da Floresta Contra Incêndios.

O potencial impacto ambiental da entrada em vigor deste diploma não foi calculado nem será sequer contabilizado, estando previstas isenções desta ferramenta legal pelo deferimento tácito de acções de arborização e rearborização para áreas inferiores a 2 hectares. A estrutura fundiária do país, em particular no Norte onde proliferam as pequenas propriedades, aumenta ainda mais o potencial impacto negativo deste diploma. O impacto cumulativo da entrada em vigor desta lei é incalculável pelos seus efeitos paisagísticos, sobre a qualidade dos solos e das águas, com um potencial de destruição comparável a poucas iniciativas na história recente do país, como a campanha do trigo nos anos 40. Além disso, de um volume de cerca de 43 milhões de m3 de eucalipto já em crescimento no território nacional, cerca de 13 milhões correspondem a povoamentos irregulares (povoamentos mistos, coberto inferior a 50%, baixas densidades e idades superiores à idade de corte ideal), pelo que é na melhoria do que tem sido a má gestão do eucalipto e não no aumento da área plantada que se pode investir, se se pretende apoiar esta indústria, apesar da tendência clara de redução do mercado mundial da celulose.

As organizações subscritoras – LPN, Quercus, GEOTA, FAPAS, Oikos, Gaia, A Rocha, Flamingo e SPEA – apelam aos representantes da Nação no Parlamento que exijam a revisão e suspensão imediata deste diploma, que deverá ser explicado publicamente e cujos efeitos catastróficos não poderão ser ignorados. O princípio da precaução e a defesa do território nas suas componentes social, ambiental e paisagística devem imperar sobre a perspectiva desregulamentadora que assistiu a esta tomada de decisão.
